Abstract
Providing statistical data on European municipalities is well established through demographic and socioeconomic indicators. However, comparable visibility into their digital infrastructure remains limited. To address this gap, Municipalytics presents the first comprehensive measurement study of 95,498 municipalities across 30 European countries, combining Eurostat data with 88,948 Wikidata entries for municipal websites to systematically map the Internet-facing infrastructure of local governments. Our analysis reveals clear country-specific patterns in municipal digital infrastructure, including differences in where websites, email services, and DNS are hosted, which types of providers dominate across countries, and how strongly municipal infrastructure is centralized or distributed. We make our results publicly available through an interactive map at municipalytics.internetwarte.eu. This provides a new empirical basis for researchers, policymakers, and operators to study municipal digitalization, infrastructure dependencies, privacy, and related questions of resilience and digital sovereignty across Europe.

Florian is a postdoctoral researcher in the Secure and Resilient Infrastructures Research Group at IT:U, Austria. He completed his PhD at the University of Vienna and SBA Research, where he worked on active Internet measurement. His research focuses on measuring and mapping Internet infrastructure, particularly IPv6 deployment, Internet outages, and protocol adoption. His recent work explores how delivery failures and protocol error messages can reveal parts of the Internet that conventional measurement approaches miss, including techniques for discovering IPv6 networks and monitoring connectivity disruptions.
